Summary

This national inventory report provides annually for France, on the whole of the period since 1990, emission data of various substances involved in the increase of the greenhouse effect listed in the United Nations Framework Convention on Climate Change (UNFCCC) on the one hand and of the 1st commitment period to the Kyoto Protocol (2008-2012), on the other hand. The substances that have been identified are the six greenhouse gases to direct which constitute the "basket of Kyoto": carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), the two families of halogenated substances, namely hydrofluorocarbons (HFCS) and perfluorocarbons (PFCS), as well as the sulfur hexafluoride (SF6). To these are added the four indirect greenhouse gases: SO2, NOx, NMVOC and CO concerning which the Parties are invited to report emissions within the framework of the Convention. Among the highlights, during the 1990-2012 period, the following should be stressed : an overall increase in emissions from transport (+9 %) with however a decline from 2005 (-7 %) followed by a stabilisation since 2008, a considerable decrease in N2O emissions from the chemical industry (-96 %) and, to a lesser degree, from agricultural soils (16.3 % ), a decrease of fugitive emissions of CH4 consecutively to an end of the exploitation of coal mines and the decline of the use of PFCS, but a very substantial increase in HFC emissions (+1 258% by mass).
